Answer. Obeying French law, for example paying taxes or helping a person in danger.

Everyone who lives in France, French or not, must obey the law. Foreign nationals must also hold a valid residence permit.

« Toute personne qui habite en France (peu importe sa nationalité, citoyen français ou non) doit respecter certaines obligations légales envers l’État et certaines règles qui relèvent du vivre-ensemble et du respect de la société . »
