What is a state governed by the rule of law?
Answer. A system where the law is the same for everyone, including for the State and its leaders.

In a state governed by the rule of law, no one is above the law. Independent judges can review public authorities.

A state governed by the rule of law is a system in which the law is the same for everyone, including for the State. Law is therefore superior to political powers and authorities.
