Answer. Yes, but only if that person has given them a proxy.

Oui, mais seulement si cette personne lui a donné une procuration.

Voting is personal. An absent voter can give a proxy to another voter, who will vote in their place. Without a proxy, it is forbidden.

The official text that proves it

« Le vote n'est pas obligatoire, c'est un droit et non un devoir. Il est possible de voter pour une autre personne uniquement si elle a fait une procuration de vote. »
Voting is not mandatory, it is a right, not a duty. It is possible to vote for another person only if that person has arranged a voting proxy.
