Answer. The Parliament, meaning the deputies and the senators.
Le Parlement, c'est-à-dire les députés et les sénateurs.
Laws are passed by the National Assembly and by the Senate. The President of the Republic does not vote on laws, he enacts them.

« Le Parlement vote la loi. Les deux chambres doivent : proposer ; négocier ; voter la loi. »
