Answer. In 1945, after the Second World War.

Social security was created by General de Gaulle's provisional government, through ordinances issued in October 1945. It was later expanded under the Fourth Republic.

« Il met en place d’importantes réformes économiques et sociales, comme les nationalisations d’entreprises et la préparation de la sécurité sociale. »
It puts in place major economic and social reforms, such as the nationalization of companies and the preparation of social security.
