Qui doit respecter et veiller à la neutralité religieuse dans les services publics ?

Answer. Public officials, meaning the people who work in public services.

Les agents publics, c'est-à-dire les personnes qui travaillent dans les services publics.

In their work, they cannot display their religion or their opinions. Members of the public are not bound by this neutrality, except pupils in public primary schools, middle schools and high schools.

The official text that proves it

« Les personnes qui travaillent dans les services publics ainsi que dans les entreprises ou associations qui ont une mission de service public ne peuvent pas exprimer ou montrer leurs convictions (religieuses, politiques ou philosophiques). »
People who work in public services, as well as in businesses or associations carrying out a public service mission, may not express or display their beliefs (religious, political or philosophical).
