You become a registered voter at 18, if you are French and have your civil and political rights.
The official text that proves it
« Sont électeurs les Françaises et Français âgés de dix-huit ans accomplis, jouissant de leurs droits civils et politiques et n'étant dans aucun cas d'incapacité prévu par la loi. »
Electors are French women and men who have turned eighteen, enjoy their civil and political rights, and are not subject to any case of incapacity provided for by law.
