Answer. A right for every person, French or foreign, to create an association or to belong to one. It comes from a law passed in 1901.

Un droit pour toute personne, française ou étrangère, de créer une association ou d'en faire partie. Elle vient d'une loi de 1901.

Everyone can get involved in an association freely. Creating one requires at least two people. An association can make money, but it does not share its profits among its members.

The official text that proves it

« En France, chaque personne - française ou étrangère - peut s’engager librement . Ce droit, que l’on appelle "liberté d’association", est inscrit dans une loi qui date de 1901. »

In France, every person, whether French or foreign, can get involved freely. This right, known as "freedom of association", is written into a law dating from 1901.
