Can the State limit rights and freedoms?

Answer. Yes, but only through the law and to protect the general interest, public order or the rights of others.

Oui, mais seulement par la loi et pour protéger l'intérêt général, l'ordre public ou les droits des autres.

Freedoms are not unlimited. For example, during Covid-19 or in the face of terrorism, the State restricted certain freedoms to protect the population.

The official text that proves it

« Dans le cadre de la lutte contre le terrorisme certaines libertés individuelles (liberté de circulation, par exemple) ont été restreintes. La mise en place de l'état d'urgence sanitaire contre le Covid-19 en mars 2020 a limité la liberté d'aller et venir, la liberté d'entreprendre et la liberté de réunion. »

As part of the fight against terrorism, certain individual freedoms (freedom of movement, for example) have been restricted. The introduction of the public health state of emergency against Covid-19 in March 2020 limited the freedom to come and go, the freedom to run a business, and the freedom of assembly.
